An electronic insurance card works only while the policy is in force. A dead phone, an old screenshot, or a lapse is not proof.
Texas requires proof that you can pay for accidents you cause, usually a liability policy at 30/60/25. Carriers commonly put that proof in an app or a PDF. Officers generally accept an electronic card. This page will not quote a statute number it has not opened. What the card cannot do is create coverage that already ended. TexasSure is the check registration uses to see whether a vehicle is insured. It reads the policy on file, not the brightness of your screen.
