A rider changes the contract. It does not replace it.
An endorsement, also called a rider, is a page added to the homeowners or renters policy. It can add a peril the base form leaves out, raise a sublimit, or pay an extra cost the base form caps. It does not raise the dwelling limit, and it does not turn the policy into flood insurance.

Water backup is a sublimit
A standard form often excludes water that backs up through a sewer, drain, or sump, even when the city main is what failed. A water-backup endorsement adds that peril up to its own limit, often a few thousand to a few tens of thousands of dollars. A finished basement can cost more than that limit. The leftover is yours. The dwelling limit does not fill the gap.
Ordinance or law is the code gap, not the rebuild
Replacement cost pays to rebuild what you had. If the city now requires a different electrical panel, a sprinkler, or a changed roofline, that extra cost is ordinance or law. Without the endorsement, many forms pay little or nothing for the code upgrade. The endorsement has its own limit. It is not a second Coverage A. Jewelry, equipment, and what still needs its own policy
Contents coverage pays personal property, but jewelry, guns, and fine art often sit under a sublimit, a few thousand dollars for a theft that is not a total loss of everything you own. Scheduling an item, or raising the sublimit, is the rider. A service-line or equipment-breakdown endorsement pays for a buried line or a mechanical failure the basic form calls maintenance, again up to its own limit.
