A TxDMV number is authority. Form E is the proof of insurance, not the policy.
People searching for a Texas DMV number, a TxDOT number, or a VOID number are usually looking for motor-carrier authority from the Texas Department of Motor Vehicles. That certificate is not a driver license, and it is not the insurance policy. The policy is commercial auto liability. Form E is the filing your insurer sends so the state can see that the liability policy exists.
The portal is TxMCCS. Who needs the number is on TxDMV’s own page. Thresholds change. Read them there. A personal pickup that never meets those tests usually does not need this. Household-goods movers often do, even in a smaller truck.
USDOT, the certificate, and the filing
A USDOT number is a federal identifier from FMCSA. A Texas-only carrier may still need one, marked intrastate. The identifier is not operating authority and not insurance. The TxDMV certificate is the Texas authority. Your insurer files Form E electronically against that application. Until the filing is accepted and the fees are paid, you do not have an active certificate. A certificate of insurance you email yourself is not Form E. What a certificate of insurance is.
