Texas · Excess liability, not a second house policy
A personal umbrella pays only after the auto or homeowners liability limits are used up. It does not rebuild the house, pay lost rent, or cover a loss the underlying form excludes.
The Texas auto floor is 30/60/25. An umbrella sits above that, but carriers commonly want something closer to 250/500 on the auto and about $300,000 of homeowners or renters liability before they will attach. That is an underwriting habit, not a statute. If the underlying limit is short, the umbrella may not start where you think, or the carrier may not write it. Excess liability follows the underlying form more tightly. An umbrella can be a little broader, and only where that policy says so.
